Two Ontario men who are alleged to have participated in the creation of Terrorgram Collective manifestos and Atomwaffen Division (AWD) recruiting videos, in support of far-right extremism and the neo-Nazi terrorist movement, have been arrested by police.

In 2021, Atomwaffen Division became a listed terrorist entity in Canada. After the listing, many former Atomwaffen Division members joined Active Club Canada. Members of Active Club Canada have been observed performing combat training exercises in local community parks, as pictured below. Members of the group have ties to a group called the Hammerskins in Durham region.

As a result of evidence collected against, the two individuals are being charged with the following offences:

One individual is charged with:

- Three counts of Commission of hate crimes offences (contrary to ss. 318(1) and 319(2) of the Criminal Code) for a terrorist group, contrary to section 83.2 of the Criminal Code;
- Two counts of Participation in the activities of a terrorist group, contrary to section 83.18 of the Criminal Code;
- One count of Facilitating terrorist activity, contrary to section 83.19 of the Criminal Code;
- One count of Instructing a person to carry out terrorist activity, contrary to section 83.22 of the Criminal Code;
- One count of Counselling the commission of a terrorism offence, contrary to section 83.221 of the Criminal Code.

The other individual is being charged with:

- One count of Participation in the activities of a terrorist group, contrary to section 83.18 of the Criminal Code.

On December 6, 2023, the two individuals appeared in court. Both were held for bail hearings.

What's more, Nippak isn't just a key player in building the Active Club scene in Canada—he’s helped the group spread overseas as well.

VICE News was able to identify Nippak as a key leader in the Active Club scene and a founding member of Canada’s Atomwaffen cell through interviews with sources in the neo-Nazi community, law enforcement, and researchers, and online posts sources say Nippak wrote. One person familiar with Nippak’s white-supremacist organizing told VICE News he’s obsessed with spreading neo-Nazism.

“This is his life,” this person, who was granted anonymity because of fear of safety, says.”It’s all he does.”

Another good analysis of the ban/raids on the Hammerskins in Germany.

As far as what kind of effect this will have on the kind of work that the Hammerskins were doing in Germany -- mostly organizing concerts and festivals, running record labels, and organizing martial arts competitions -- things have certainly gotten more complicated for them in the short term. There are several concerts and festivals that had already been announced for the fall and winter, and it's unclear whether or not they'll actually happen now. However, it remains to be seen whether or not other organizations will pick up the slack. One possible candidate is the Aryan Brotherhood, which also exists in Germany.

None of the people interviewed for this article are convinced that "Rechtsrock" (described here as any music "made by the extreme right for the extreme right") is by any means finished. It's an industry worth millions annually, and it's an important site of scene cohesion and recruiting. There aren't a lot of concrete figures for the money it brings in, but a 2014 report estimated that the far-right music scene in the state of Saxony alone amassed 3.5 million Euros in 2012. Meanwhile, a report from earlier this year by the national intelligence services described the scene as serving an identity-forming function and making it possible particularly for young people to be introduced to far-right ideology. The report counts a total of 257 Rechtsrock events across Germany in 2022.

The people interviewed here echo the opinions in the article I posted previously that the steps taken against the Hammerskins should have been taken years ago, and should have gone further. Apparently the Hammerskins weren't banned in 2000 along with Blood and Honour because the intelligence services had too many informants among the Hammerskins and didn't want to give that up. [Incidentally, this is an unfortunate pattern. Not only did the BfV (roughly the German equivalent to the FBI or MI5) keep a number of supporters of the NSU murderers on payroll throughout their decade-long killing spree, but it also had so many informants among leading figures in the neo-Nazi National Democratic Party (NPD) that an attempt to get the party banned failed in court on procedural grounds in 2003, despite the party's obviously neo-Nazi orientation.]

The interviewees also criticized the highly selective nature of the raids, and one former neo-Nazi suspects that the rest of the Hammerskins in Germany will just slink off and join other organizations so they can keep doing what they've been doing.

Some good commentary on Germany’s Hammerskins ban and the accompanying raids. The main question this article raises is: Why now? Blood & Honour has been banned in Germany since 2000 and Combat 18 was finally banned in 2020. Particularly given that all three had connections with the National Socialist Underground (NSU), which murdered 10 people, bombed several buildings, and generally terrorized non-white people across the country between 2000 and the group’s demise in 2011, this ban is very long overdue, yet right now is sort of a random moment for this to happen.

In particular, the author asks why leading figures in the Hammerskins’ music business in the states of Bremen and Lower Saxony weren’t raided. Their homes would have likely unearthed useful evidence. The fact that they were left alone raises questions about just how coordinated the police really were in different locations around the country. It also stirs suspicion that the ban and the connected raids may actually have been rushed and incomplete, despite the late date.

One curious facet of all of this is that Interior Minister Nancy Faeser (a Social Democrat) is currently up for reelection. She is responsible for imposing the ban.

The questions raised here can’t really be answered except by the Ministry of the Interior, but in any event, the author concludes that, while yesterday was a bad day for the Hammerskins, it nonetheless wasn’t necessarily a shining moment for the authorities involved.

Today, the German government banned the Hammerskins nationwide, along with support group Crew 38.

The homes of 28 alleged leaders were searched in raids today, resulting in the seizure of Hammerskins property. The group has been active in Germany for decades, though this article says they mostly organize concerts and sell CDs there (quite different from the Hammerskins in the US). They also started the annual "Kampf der Nibelungen" MMA competitions, which were officially banned in 2019, but have continued under different names since then. Among other international participants, members of the California-based Nazi fight club Rise Above Movement (RAM) have participated in Kampf der Nibelungen events.
