The Orwell Ratio

In "1984", Mr. Orwell posits this hierachy for all societies:

2% at the top, who make the decisions and have most of the wealth.

13% in the middle, defending the 2%.

85% in the bottom, living in destitution, doing the work the 2% and 13% do not want to do.

Since 1990, western democracy has been reverting to the Orwell Ratio.

We need a new way!
