There is money, but it's mostly theoretical: a system for tracking resources. If you grab a bag of apples from stores, your household credits will reflect their energy and carbon footprint, but nobody's concerned unless it presents a problem. People don't get paid for their labour so much as they all labour for the sake of having access to the arcology; eg, they'll reset your funds if you're low. If you do it all the time, there will be community pressure to be more careful.
